I upgraded to the new dashboard and now I cannot replace my Charge HR. App stays on the first screen and says Loading. I have to reboot the app as it appears to be frozen on this page. I tried all the regular tricks, reboot phone, device, but no luck. I am using an Iphone 6 Plus.

I had the exact same issue with my Surge yesterday. Luckly my wife had the older version of the App, so I logged her out and logged myself in and was able to add my Surge to my account.
Suggest you try installing the windows application and add your charge HR from there using the BT dongle. After that it will appear in your iOS app.
