My wife and I have identical Charge HRs and iPhone 5s. We walk the same route every morning about 4 miles. Rarely do the phones report the same distance at the same time and constantly complain about poor GPS signal even though we are in a rural area with clean access to the sky. I don't understand how identical setups can vary this much.

welcome aboard to our community @waynem. Note that you and your wife are using the GPS feature to track your exercise. This means your distance and elevation as pace is calculate by the GPS of your mobile phone and not from your tracker, this might be the same reason you find low signal too. I recommend to take a look at this article that will provide more information: "Can I track a GPS activity using the Fitbit app?".
Something that can improved your distance information on your trackers, is to configure your stride length. Here you can find all the necessary help to do this:"How do I measure and adjust my stride length?" .
Let me know how it goes, I'll be around if the issue persist.
