@Adrondackjack welcome to the Forums and thank you for taking the time to troubleshoot this issue. Let me ask you something, are getting some kind of error while trying to set up your tracker? Like "Not working"? if so, let me just confirm, please try the steps on this post to restart your Charge HR. Then follow the directions on this other post to set up your Fitbit. And last but not least, make sure your tracker has enough battery to complete the set up process.
