Discrepancies in heart rate between app and Charge 3.

The app shows much lower heart data than on charge 3 tracker.   During exercise my heart rate peaks at 170 with many spikes to 150-160.  The tracker shows this correct heart rate data and I’ve tested on other devices.  However The app will only shows a maximum of 140 over the course of all my exercises.    The question is why isn’t the app downloading the correct data?  Why does it only show heart rates peaking at 140?  This seems to be a rudimentary issue.

- A screenshot would entail my taking a pic of the charge3 during exercise to show the heart rate while it’s still on my wrist.  That would be challenging.
- it would then require I take a pic of the download data.   It will show you exactly what I described:
 
1) my Fitbit charge 3 shows a heart rate of 155.
2). The synched data shows a peak of not more than 140. 
 
So what’s happening between the sensing of the heart rate data and  the recording of it?   A) not getting recording on the bracelet b) it is getting recorded on the bracelet but not getting synched correctly
 
This is a software problem.
