Interestingly enough i have no issues when using the app with my charge 3 switched to a luxe first(didn't really like it) and it started doing the battery drain. so returning it went back to my 3 everything was fine. Bought a charge 4 (screen on my charge 3 is very dim so looking to upgrade.) And bam battery drain again. I haven't touched my phone (iphone 11) and it says all apps are closed and battery is draining and it says fitbit is running. I have background app refresh turned off. why is it still running.

Thanks for the details shared on your post about the difficulties that you are having and for your troubleshooting efforts.
I recommend trying the following:
1. Force quit the Fitbit app on your phone. For instructions see the Apple help article.
2. If possible, turn off Bluetooth on your phone and turn on when you need to sync.
3. Verify if the Fitbit app and your phone are updated to the latest version
