I have completed all the trouble shooting and my 18 month old fit bit will
not pair with my new iPhone .
Any more suggestions ?

Was one of the things you tried a restart of your fitbit using this procedure: https://help.fitbit.com/articles/en_US/Help_article/1186/
If so, how many times did you try it? It's known to not always work and it's recommended to try it at least 3 times.
You mention a new phone. Do you still have your old phone? If so, make sure that it doesn't still have a bluetooth connection to the fitbit in the phone's bluetooth settings that may be blocking connection to the new phone.
It's difficult to suggest things to try if you've really tried everything. Perhaps if you could list what you have tried then we can try to spot something you may have missed.

@Debs74 thanks for sharing your experience with us and for letting us know you have already tried to troubleshoot this issue. As @SteveH mentioned, it will be great if you could share with us a list of all the troubleshooting steps you've tried so far. Additionally, as he mentioned, if you have your old phone back, go to the Bluetooth settings on that phone and check if your tracker is on the list of paired devices. If it is, tap on it and select Forget this Device. After that, try to sync your Fitbit device with your new phone. There's no need to set it up again as the device is still linked to your account when you changed phones.
