You do not connect it from your phone's bluetooth settings. The only way it will show up is if you have eabled notifications in the app itself.

Hi @Jswagg75,
To add to @SunsetRunner' post, a Bluetooth bond between your iPhone and Charge (aka having your Charge show up in your iOS Bluetooth settings) is only required for call notifications, not for syncing.
In order to get you back on track, I'd recommend:
1. Restarting your tracker.
2. Rebooting your iPhone.
3. Open your iOS settings > turn off Bluetooth for 10 seconds > and then turn Bluetooth back on.
4. Use the "Replacing a tracker or adding an additional tracker..." workflow to re-pair your tracker to your account.
5. (Optional) If you want to setup call notifications for your Charge, click here for instructions.
This should get you back on track, but let me know if you need any additional help!
