I would like to request that HIIT (High Intensity Interval Training) training be added to the available exercises in the Fitbit app. The equations for estimating caloric burn for HIIT are readily available.

Is this the proper forum to request this addition or should I try elsewhere?

Feel free to add your suggestions to the 'Feature Requests' Sub Forum, where users can vote, add comments,.. if there's a certain interest then there's a chance the developers pick it up and it'll be developed.
