All these guys do is send people links that still dont help people i tried a variety of things by mixing up people forums. I was able to get one flex out of 3 to sync.Be sure to have it charged. Go to phone settings to your fitbit app and force stop clear cache and clear data and unistall the app.Turn on bluetooth and location then restart you phone. During your phone restarting hold the fitbit reset button for 20secs while its on the charger. Reinstall the app log in and setup new device. Be sure that any other devices are far away from your phone and fitbit before setup. And make sure you have fitbit next to your phone and is ready to be tapped once it says it found your fitbit. I dont remember if i tapped fitbit before it said to tap after it was found or when it said to tap. But these steps i combined worked for pne of mine

I did everything that the fitbit "help" line told me to and deleted the flex from my account. And, it did not sync back, it did light up but no vibration and kept stating is not working. The fitbit help line told me that they had instructed to delete all other bluetooth NOT the fitbit flex. This is really frustrating. If anyone else had advise, I would appreciate it.
