In order to show the "live" heartrate you will need to turn on notificatons and all day sync. Once the HR is showing you can turn off all day sync if you prefer.

@PPIKC, adding to what @Julia_G mentioned, it's not necessary to enable All-Day sync on iOS for the current heart rate show on the HR tile in the Dashboard, simply open the Fitbit app and after your tracker has synced, wait for 1 to 2 minutes and the tile will change from Resting Heart Rate to your current one. If that doesn't happen automatically, please restart your tracker and try again.
