Hourly activity goal is incorrect on Fitbit app

Seems this only happens to me on a Wednesday. Regardless of how many steps I’ve taken, my Versa 2 records my hourly step goal but the phone app doesn’t record the first hour. This happens every other week. It also doesn’t record me hitting my hourly goal if I’m exercising.
