Inaccurate Steps using GPS

I use the track exercise feature with GPS on the Fitbit app on my phone when I go for walks since I'm pushing a stroller and my arm doesn't move. I thought this would calculate the steps I took based on the distance traveled, but this morning I walked just under a mile and that only added 491 steps to my day. A quick Google search tells me that is way way low for a mile. I just looked at the settings for my stride length and it looks about right. Is there anything that can be done to get the proper amount of steps if I'm pushing a stroller? Clearly using the GPS feature did not help.

If your wearing a tracker it will always take the step count from the tracker.

If you want an estimated step count from GPS then you need to leave the tracker at home.
