How can I determine maximum heart rate and/or calculate time at 60% of maximum heart rate?

The estimate Fitbit uses for max heart rate is 220 minus age. It can vary by individual but that is a reasonable estimate. Fitbit's default heart rate zones are:
fat burn zone - 50% - 69% max
cardio zone - 70%-84% max
peak zone - 85% and above
To see time in each zone, on your phone dashboard, tap the heart rate tile, then tap the day of interest. That will show time in each zone.
If the default zones are not sufficient for you, you can create a custom zone.
From phone dashboard, click 'Account' icon near top right, scroll down to Settings > Heart Rate Zones and tap that. There it shows your heart rates for the default zones, and you can click on Custom Zone to create your own range.
