I found the key to fixing my issue in a tangental thread, so wanted to share it in a new thread that might be easier for others with this same issue to find.
In a nutshell, I did not break the Bluetooth connection with my Charge on my *old* phone, before attempting to pair it with my *new* phone,
Background on issue and fix:
I purchased a new iPhone, and no matter what I tried on the *new* phone (turning off and on Bluetooth, uninstalling and reinstalling app, resetting the Charge, etc.), nothing worked. Then I found this thread (https://community.fitbit.com/t5/Charge-2/iPhone-can-t-find-Charge-2/m-p/1888358), in which @USAF-Larry's fix inspired my fix, based upon my epiphany that my Charge was still paired with my old iPhone.
I went to my *old* iPhone and turned off then on its Bluetooth as Larry suggested, which did *not* remove its Bluetooth pairing with my Charge... but I clicked on the Info link for the Charge's pairing on my old phone, then selected "Remove this device", which did the trick. (I then turned off and on Bluetooth again just to make sure it didn't reappear, which it did not.)
I then went back to my new phone, and voilà, the Fitbit app and Bluetooth quickly discovered my Charge, and I was able to synch the Charge and app with no issues.
