@Kasey93 hello, and welcome to our Community. Usually the 400 error comes in if there are any connexion issues, check on @DerrickS's tips in this thread.
If you paired the old Charge HR with your iOS it could cause some trouble setting the replacement up.
I would advise you to go to make sure the old HR is no longer associated to the account. On the App tap on account and select the tracker, then scroll down, you should see an option to remove the Charge HR from the account. After that go to the Bluetooth settings of your phone and remove the Charge HR from the list of associated devices on your computer. Afterwards restart the phone, just to make sure everything is OK.
Finally on your Fitbit App go once more to your account, you should now see an option to add a new device tap on it and you will see the options of which device you want to add, tap on the Charge HR and start the set up process again. This time it should go smoothly.
