I am setting up my Charge 3. When I first connected to the charger, I briefly had the smiley face. Screen now completely black. When I get to the point of entering my tracker # on the ap, the charge 3 screen is remains black and I do not get the tracker #'s. I have seen reference to holding a button in for 15 seconds to reset tracker. I don't find a "button" on my tracker. Tracker has been on charge for a couple of hours.

It's great that you got the Charge 3 and thanks for explaining the steps that you've tried to complete the set up process. Let's work on this together! Let me share that the Charge 3 has an inductive button that will allow you to turn it on and get access to some of its features (see picture below):
That said, I'd recommend to try the restart process and if that doesn't work, try performing a long restart with the following steps:
