I have several text messages and notifications that do not clear from my watch face plate when I hit “clear” or “clear all”. How do I get these messages to clear? I have not been able to receive any new messages on my watch since the old messages have backed up.

Let me help you with your old notifications not clearing. You don't mention which Fitbit watch you have but please restart it by following these instructions.
