Assuming that this page describes your iPad, then the answer is that it will never be able to sync with your Blaze.
Fitbit trackers require the use of bluetooth 4.0, specifically the low emission protocol which is significantly more power efficient than its predecessors. This bluetooth hardware on this generation iPad is version 2.1.
