I've noticed recently that my charge hr seems to be underestimating the number of steps I take. My suspicion was confirmed today when my almost 11km walk was counted as just 7,000 steps. I tracked the walk manually with gps tracking to confirm distance. I think the charge HR is missing about 5000 steps. I'm 5'10" so my steps are not THAT big.

Welcome to the Fitbit Community @Hutchp. It's great to have you here. I would recommend making sure that you have set your stride length by following @Michael's instructions. If so, it could be a good idea performing a restart to your Fitbit Charge HR as @SunsetRunner stated here. Hope this helps.
