Welcome to the Community @Jas_P! It's great to hear that you have received a new Fitbit as a replacement, but is not cool to hear that you can't set it up.
Answering your question, if your previous Charge HR still around and has battery, it could be interfering with the new one, so I suggest you to take it as far as you can, maybe in a different room And then try to set it up again.
If that doesn't work, I suggest you to try to set it up your Charge HR using a computer by following the instructions on @AlejandraFitbit post.
