Ok let me ask you some questions before I can tell you how can we fix this. Do you want to set up a new Fitbit Charge HR to replace a previous one, right? If so, then I suggest you to take your old Charge HR and put as far as you can, maybe in a different room while you set it up the new one.
Now, if you just want to sync your current tracker, then I suggest you to follow the instructions on @AlejandraFitbit post fix syncing issues.
