Welcome to the Fitbit Community @CaitMurray. It's great to have you here. You can log in to the Fitbit app from your iPad. Your Charge HR will show as paired to your account, please go ahead and remove it. Then, you should be able to set it up to your new mobile device and sync as usually.

Hi there @CaitMurray! If your tracker was previously paired to your account, it should still paired. You will only need to log in to new iPad with the same credentials and the tracker will start syncing. If you're starting all over, you need to set it up as new device. Below you can see the instructions to do so:
There's no need to unpair it from the last device if you can't access to. Let us know how it goes.

I removed my Charge HR from my app (suggestion made as I was struggling to link my fitbit to a new device) and now there is no option to set up a device...
All the posts about setting up a replacement tracker don't help as they all say you should click on the 'set up a device' option

That's completely weird @CaitMurray. Have you checked out if your iPad is listed in the Compatible devices to sync with Fitbit?
I just took a couple screenshots that may help you with the setup process.
1) Tap on account:
2) Once you have tapped on it you will see the following where you can tap on "Set Up a Device":
3) It will show you the list of trackers available to setup:
