I have a new iphone and have reset my Ionic to factory settings several times and STILL I can’t get text messages back since that ios update last year. Help??

Congrats on your new iPhone and thanks for the steps tried on your Ionic. As you may know, our team is aware about the notifications issues affecting our members who updated their phones to iOS 13. I'm sorry for this inconvenience and I'd recommend to visit this thread and carefully follow the tips described there which have worked for others.
