It looks like the fitbit can only sync with devices on IOS11 or above. I have an older iPhone 5 I want to pair it with that won't update past IOS10.3.4. Is there any way around this?

Unfortunately there is no way around it that I’m aware of. Here is the compatibility list here: https://help.fitbit.com/articles/en_US/Help_article/2315
