I just got iPhone 15 pro and my versa 2 is constantly dropping off my wifi. I never had this problem with my iPhone 13. I am running iOS 17.6.1 and my versa 2 is updated. It’s very frustrating.

You should be able to sync through cellular or WiFi.
For a sync to be successful fitbit takes the data from the watch and syncs it with your account in the cloud storage. Then your app updates it's info from the cloud. Yes you are correct in that your phone needs to be connected to the Internet for a successful sync.

Which watch do you have? The app will only connect to the Internet the way the phone connects. Does your phone stay connected to WiFi? Are you using a VPN or some controlled access to the Internet. A firewall or antivirus software?
