When logging water from the dashboard in the iOS app without a good internet connection, the total amount of water consumed on the "Water" page is incorrect (does not include the amount just logged). For whatever reason, FitBit has designed their app to only update the "Water" page when there is a good internet connection. Terrible design!

That is strange. When you subsequently have internet access you should be able to sync and update the changes (water consumed, steps etc.) you made without internet access.
To illustrate, my original water consumed was 500 ml as shown on iOS app and web dashboard:
I turned off wi-fi and turned on Airplane mode and logged 250 ml water:
I waited for 10 minutes before turning back on wi-fi, turn off airplane mode and do a sync. The web dashboard is updated to 750ml:
BTW I am using iOS app 2.95(839) firmware 1.60.39.

It might be different if one has a bad connection (i.e. connected but no data being sent) as the application tries persistently to send/receive data. I haven’t tried yet, but the way to test this hypothesis would be to disable modem communications at home but leave the WiFi router on. By the way, I have uninstalled and reinstalled the Fitbit app, but the intermittent issue persists.
