I have not been able to use the weather app on my Versa for about 2 weeks now. The app tells me I need to sync my watch with the Fitbit app, which I have done many times, but the weather app still does not work.

I just answered a previous question of your on how to delete the weather app from your Fitbit Versa. This question address trying to sync your weather app on your Fitbit Versa. If you want to try restarting your Versa first to see if that resolves the issue here is how you do so:
If your still having trouble syncing you can also try turning your Versa off then on again. Here’s how:
Shut off: On your watch, open the Settings app>About > Shutdown > confirm the shutdown.
Turn on: To turn your watch back on, press the back button.

I have shutdown the watch and restarted it again, nothing has changed the weather does not change to my current location.

Please make sure that your Fitbit device has the current firmware version. Please follow the steps listed in this help article in order to learn how to update your Fitbit device. After this, sync your device again and see if the weather app updates your location.
As a side note, let me know what is the model of your Fitbit device.
