@neonsavant Welcome to our Community! The Charge 2 was released last month so it may not be the tracker you actually have as you mentioned that you have had your tracker for 3 or more months. Regarding the notifications. Have you enabled these notifications on any other device. When you setup this feature you create a bond between the device and your tracker and if you wan't to show these notifications on another device you will need to remove this bond from the old device and enable it on the new one. To remove the bond go to the bluetooth settings and forget the device and also deactivate the option from the app. Once this is done you can enable the notifications on the new device.
Please let me know which device you have so I can help you with the HR not showing. Or choose the right tracker and try a restart following our help site instructions.
Let me know how it goes!

This happened to me back in October and got so frustrated I returned it for replacement at BestBuy. New one has worked fine until again I syned with iPad. Now it acts strange - does not sync on demand, will not show notifications and will not show heart rate in app.
I've forgotten the device on iPad (now only recognized on iphone SE). I've restared my phone, also reset the Charge 2. None of this fixed the situation. Not sure if I need to return it again to BestBuy for replacement and never sync with a second device, or wait for fitbit to correct.
Thank you,
