I figured it out. However, just to answer your questions.
The iPad is an iPad Air, 128 Gb, model MF015LL/A, running iOS 9.2.1 (13D15). All programs are always shut down before I power down the iPad. I don't want apps pulling resources on bootup.
Fitbit app verson is 2.19 (466).
I'm running a Fios network router with an internal (connected to the Fios router) an Apple Airport router. It seems that when the iPad connects to the internal network (Airport router) it does not see that as a internet connection since it is receiving an IP address from the Fios router. Even though that connection is an internet connection. So, since it does not or cannot detect the path it displays the message I attached even though it is, infact, connected to the internet.
To stop the message all I have to do is switch to the Fios router for and IP address and the message disappears.

It's nice to have you here @Twitchy! Is your iPad compatible? Have you checked if your iPad is running the latest version of the Fitbit app? You can check that out by following these instructions. Once you hace reviewed that, you can try force quit the app. To do so, follow these steps:
1. Double tap the home button on your iOS device. Your open apps will show on your device's screen.
2. Close the Fitbit app by swiping the app image in an upward motion.
3. Reopen the Fitbit app.
Disable the internet connection on your iPad and reboot it.

I have downloaded iOS 11 before the native release on my iPad. then I tried to open the fitbit app but it also got a WiFi connection problem. But on Google I got a thread to solve the problem and got rid of the problem easily.
