Alta HR won't fully charge

I know others have had this issue because it shows up on outside search engines but I get a message saying I'm not authorized to access the post.  What's up with that?  Anyway, no matter where I attempt to recharge my Alta HR, it only "fills up" to about 80 percent and then just sits there.  Anyone have an idea how to resolve this?  The more times a batter is recharged, the shorter it's life.
