I've had my Alta HR for almost two years. The screen just started to scroll "www.fitbit.com/setup." I tried restarting it several times, along with signing out and back in on the app, stopping and restarting the app, updating the app, and restarting my phone. Is there anything else I can do to fix this problem?

That message suggests that the fitbit has become disconnected from your account.
I would try setting it up again by going into the account section of the app and selecting "set up a device". Hopefully this will re-connect it.

No, all your synced data and personal information is held on the fitbit servers so that will be safe. If it has become disconnected though you will have lost any tracking data since the last sync.
