You don really set up a permanent bluetooth bond unless you are using the notifications feature. In that case, go into the settings in the app and turn them on for both calls and texts. If you mean it can't find your tracker when you attempt to do a sync, try uninstalling the app, rebooting the phone and then reinstalling the app.

@Ksister42 Welcome to our Community! Additional to what @SunsetRunner suggested you can do a restart on your tracker:
1.- Plug your charging cable into the USB port and insert the other end into the port on the back of your 2.- Fitbit Charge HR. Your Charge HR will begin charging.
3.- Press and hold the button for 10 to 12 seconds until you see the Fitbit icon and a version number (e.g. "V30").
4.- Let go of the button.
5.- Unplug your tracker from the charging cable.
After this turn off your bluetooth on your phone, wait 30 seconds and turn it on again.
