Configuration:
Ionic updated to 27.68.9.15
Android app v3.7 on Samsung XCover4 running Android v9
PC app on Lenovo Yoga Book with Windows 10 Pro 64 bit
My Ionic has synced as expected with either the Android or the W10 app, but it seems to have difficulty syncing to both. My question: is the Ionic supposed to be able to sync to the same account on more than one client? It seemed to do so before the update, but I am not entirely sure.

Thanks for the details that were shared in your post. To answer your questions, the Ionic will be syncing with the Fitbit account where it's currently paired, therefore, if you un-pair your device from the Fitbit account where it's paired, the information recorded will not be transferred to another account.
If you're experiencing syncing difficulties, I recommend you to check how the syncing procedure works here and see if there's a missing requirement on your Android mobile device and your Windows 10 computer that's preventing the syncing procedure to be completed. Also, you can move forward to the troubleshooting steps that are specified on: Why won't my Fitbit device sync? and let me know how it goes.

actually your answer doesn't address my question. I want to sync my Ionic always to the same account, but via more than one device (each with its own app, e.g. an Android phone and a W10 laptop). The app on each device is synced to each other by way of the web app. I see the Ionic having trouble pairing with more than one device. Is this inherent, or is it a matter of settings?

In the first help article that I sent, you can find the following information:
You can sync your device with any compatible phone, tablet, or computer that meets syncing requirements. If you receive notifications from your phone on your Fitbit device, you'll need to disable the Bluetooth bond between your phone and Fitbit device before using a different phone. For instructions see Why won't my Fitbit device sync to another phone or computer?
Keep in mind that the Samsung XCover4 is not listed as a compatible device with our products and services, therefore, you can experience some connection difficulties with it.
