Perhaps you could try doing it through the web version of the Dashboard. You can go to Fitbit.com and log into your account from there. Then, go into the settings and you should see an option to upload a new picture.
As for deleting the pictures, you should be able to do it by going into your profile on the web Dashboard (clicking or tapping on your picture on the top-right corner of the dashboard). There you will see an option that says 'View All Pictures' select that one and then select the picture you want to delete. You will see a small gray icon on the top-right of the picture. Click or tap the icon and a drop-down menu will come up that should let you delete the picture.
