Charge 2 only displays www.fitbit.com/setup and nothing else

Just got my brand new Charge 2. The only message that appears is www.fitbit.com/setup despite tapping, pressing button or restarting the device.

 

How do I move forward?

Welcome to fitbit!

 

That's the only thing it will show until the setup process has been completed. Once you've given it an hour or so on charge then go through the setup instructions in this help file:
