Not able to swipe to access exercise. I Reinstalled app on Samsung Galaxy s9 but it still doesn't work. Also cannot swipe up.

In the hope that this is just a software glitch I would try a restart using this procedure: Help article: How do I restart my tracker?
If that doesn't work then it may be a hardware fault so it would be best to contact customer support. If they can't fix it they can check your warranty status and advise on your options: contact.fitbit.com
