My 3 month old Charge 3 has not synced detailed sleep analysis or steps per hour since Jan 27th and it's not tracking my exercise. I've updated the app and even tried uninstalling and reinstalling Fitbit. No luck.

Thanks for sharing with everyone and trying all of those steps to get everything to work.
I'd recommend that you try to follow the steps listed in this help article. While you have tried some of those steps already, please try to follow all of them in order. They should help so that your Charge 3 starts syncing.
In addition I'd like to ask what phone is it that you are using to sync your Charge 3.

Thank you for the reply. I have a Samsung S7. I did a factory reset last night and now my phone is syncing detailed sleep data and my automatic exercise again 🙂
