I just bought a Charge 3, downloaded the app to my Android phone and they will not sync, any ideas why?

Have you checked that your Android is supported by fitbit at www.fitbit.com/devices ?
At what point in the setup are you having problems?

@SaraJamaica try updating your Fitbit app manually in app store and then once you update the app sync your Fitbit Charge3 then that should fix the problem. They just came out with new firmware and that could be your problem.
