Welcome to the community!
The Fitbit App does indeed use data. The way the Fitbit syncs is that the Fitbit App collects information from your Charge then sends it to the Fitbit servers, and what you actually see on your dashboard is a reflection on what's on the Fitbit servers.
I imagine that if you log out of the Fitbit App, it'll stop using data. You can log in to check your data and to sync. You may also try to prevent it from running in the background.
