Yes, this makes sense. The high Readiness score means that your body is well recovered from your activities. However, it looks like you've done some high cardio activities recently, resulting in a low range for the Cardio Target Load so you don't go too far past your fitness goal.
That said, you can ignore the range suggestion, especially if you already have plans for your workout.
