My Flex 2 will not sync to my Note 4. It is paired but I keep getting a message that I need to complete setup. When I go through the again, it searches and doesn't find anything but says it is paired.

Finally fixed it with resetting the tracker:
- Plug your charging cable into aUSB port on your computer or any UL-certified USB wall charger.
- Remove the pebble from the wristband and insert it into the charging cable.
- Insert a paperclip into the small pinhole on the back of the charger.
- Press on the pinhole for 3-4 seconds.
- Take your tracker out of the charger and insert it back into the wristband.

Hello @NaiNai67, good to see you have joined the Fitbit Community! I'm wondering how it goes, is the issue still persisting? Is it giving you any specific error when the app does not find your tracker?
My recommendation, based on what you have mentioned is to try the setup process again, but do the steps of the following post before you proceed. You might find the issue is different from yours, but the steps I've recommended there can be use as well in this occasion.
To set up your tracker again, you can use the following post as a walkthrough for Android.
Hope this helps and for additional questions stay tuned to the Fitbit Community!
