My fitbit refuses to sync with my S8 Active for step tracking as well as caller ID

In regards to the syncing, I'd recommend that you try to follow the steps listed in this help article. As for the notifications, please try to follow these steps, also please make sure that you have enabled the necessary permissions to get the notifications properly.
