Unless it is off by exact number of hours, as a time zone issue, it will get time from phone or other sync device the next time it syncs.

That probably means it has not completed a sync recently. Go to the Charge 2 page on your phone app and look at last time synced. If not recently, try forcing a sync. If it won't sync, then that is the (different) problem.
