Sorry but that cannot be done.

From Can I use more than one Fitbit device with the same account?

Note that you can't connect multiple devices that use the Fitbit App Gallery to one account. For Fitbit Charge 3, Fitbit Charge 4, Fitbit Ionic, Fitbit Inspire series, and Fitbit Versa series, only connect one of these devices to your account at a time.

In case I misunderstood what you are trying to do, you can set up another device in another account from the same phone app.  You would have to log out of the Fitbit app in one account, then create a new account and log into that.  But the data for the 2 accounts cannot be combined.

That needs to be allowed in the Fitbit app. It just a matter of coding for that scenario. I lost 9,000 + steps today switching from the Versa that I use on weekends to the charge4 that I have to use during the week. Needless to say I was less than pleased with 255 steps vs 9,670 steps I had logged on the charge4.
