Let me share with you that your Samsung Galaxy S9+ is listed as a compatible device with our products and services, just as stated on: Which phones and tablets can I use with my Fitbit watch or tracker?, therefore, you should be able to use your Inspire HR without any difficulty. That said, can you please let me know if you're experiencing any inconvenience with your Fitbit device and your Android mobile device?
