I have the latest update, Fitbit 2.92 (Android S10+) but it doesn't give me the option to set up mobile track

I have had this fit bit Alta for a year and have never been able to use it. It was a gift and I would like yo be able to use it. I have tried with my laptop computer as well as my android cell phone and nothing works. I just get a message that says setup.
