My wife is not getting any notifications on her fitbit charge 3. After fixing the syncing problem. This is the next problem

Let me try and help you and your wife with the notifications.
The first thing I'd like to recommend is that you try to follow all of the steps listed in this help article. They should definitely help the notifications to come through to the Charge 3.
I'd also like to ask what phone is your wife using to sync her Charge 3? What Android version is it running?
