You can find a guide to the setup process at Help article: How do I set up my tracker?
The pairing has to be done via the app rather than the phone's bluetooth settings. If it gets stuck at the connection stage then it's worth checking that your phone is supported by fitbit at http://www.fitbit.com/devices
