Pixel Watch using step count over GPS to determine distance?

I'd post in a Pixel Watch device forum, but there isn't one...

So, with the app not storing exercise tracked discreetly on my phone (Pixel 7), I tired using the watch to do it again. The reason I haven't been doing that is partly because the watch doesn't count my steps properly because I use a wheeled walking frame (rollator), so my arm doesn't move as expected. 

That's fine, I'll love with it undercounting my steps. But even with GPS tracking, which shows an accurate map in the app after the exercise is finished and synced, it seems to use the watch's step count (the phone does a better job, at least when it's in my trouser pocket), and then use that to calculate the distance, rather than the objective GPS data. 

Is this how it's supposed to work? Because that's a tad silly.
