Replacement fitbit is not syncing and time is wrong

I had a fit bit HR replaced and now I can't get it to sync with my phone. When I try to sync, it says battery is dead which of course the old fit bit is dead. I uninstalled the fit bit app, turned off blue tooth. Re installed the fit bit app and still won't work. This is very frustrating. Please help.

I don't have a computer. Have to set up on my Android smart phone.

Why doesn't directions come with replacement fit bits so people don't have to go through this,?
